Moffat Beach seawall reconstruction
April update

Thanks for staying connected and signing up for updates about projects happening in your neighbourhood.
We appreciate your patience and continued support as works progress on the Moffat Beach seawall. This monthly update shares what’s happening on site and what you can expect next. Our goal is to keep you informed, prepared, and part of the journey as the project moves forward.

Moffat Beach is still open and welcoming visitors. Take a walk along the foreshore, enjoy the ocean vibes, grab a coffee, and support the local shops and cafés you know and love.

In short:
|
- Expected completion: End of August 2026 (weather permitting).
- Eastern section is complete, western section is complete, ~85% of central section delivered (beach accesses and construction access ramp).
- Progress made in April: 40m excavated and 40m built.
- A Place Activation Officer, now part of the project team, is working with businesses to activate the area. We hope you enjoyed the Sunset Cinema screening of Surfs Up in Eleanor Shipley Park!
- Beach Access 274, 275 + the sandy beach between the goat track (rock shelf entry) remains closed until works are complete.
- Flexible work hours: We continue to work around the tides – starting earlier, finishing later, and using selected weekend shifts if needed.

Completed April works
|
- Works have been progressing well, despite 10 construction days lost due to swell impact over the last month.
- Approximately 85% of the central section is now completed, despite limited workable conditions.

Completion schedule (weather permitting)
|
- We anticipate completing the seawall capping, and constructing the new stairs and construction access by early July 2026.
- We aim to have the landscaping completed by August 2026.
- Planned demobilisation from site by the end of August 2026.
It is our priority to be completed by Friday 18 September 2026 (weather permitting), in time for the school holiday period.

What we're doing now
|
While conditions restrict seawall construction at times, we’re making the most of every workable opportunity.
- Working on the remaining central section (stair accesses and construction access ramp) with flexible work hours around tide windows, including early starts, late finishes and selected Saturdays.
- Council’s Activation Officer is holding weekly meetings with Moffat Beach business owners to provide support for some exciting place activation activities.
- On Saturday 18 April, Council’s Place Activation Team in collaboration with the Moffat Beach business community delivered a Sunset Cinema screening of Surfs Up in Eleanor Shipley Park. Around 200 locals and school holiday visitors joined us for the show. We hope you enjoyed it!
- Engagement and oversight with Kabi Kabi Peoples Aboriginal Corporation for works over and around the Eastern rock shelf.
- Beach Access 274, 275 + the sandy beach between the goat track (rock shelf entry) remains closed until works are complete.
How to access the beach
- The safest and only recommended access point during this stage of construction is via the vehicle access ramp at the western end of the beach.
- Please follow all site signage and directions from workers.

Other updates
|
- Car park gate access (Unitywater gate): We’re planning a new solution for the car park gate. Right now, our focus is on completing the seawall, so this isn’t a priority. We’ll share more when we’re ready to move ahead.
- Drinking water and taps: Some taps were temporarily removed to help the ground dry out. The area has now dried, and the taps have been reinstalled. There are no plans to permanently remove water access.
- Seawall rocks and beach condition: The rocks used in the seawall are deliberately sized and shaped to protect the coastline and keep the structure strong. The seawall is not designed for climbing or recreation. Rock colour reflects what was available at the time and helped manage costs and construction timing. A clean-up of the beach area will happen once the seawall works are finished.
- Barbecue relocation: The barbecue will not return to its original spot. It has been moved west into Eleanor Shipley Park, where it’s easier to access and better protects nearby trees.
- Dog access: We understand construction can be disruptive. During restricted access periods, some discretion may apply. Once full pedestrian access is restored, normal dog rules will be back in place.
- Far eastern beach access onto rock shelf: The informal access track will stay where it is. It will have a simple granite finish and small landscape improvements to keep the area looking natural.
- Eastern showers and surrounding area: The eastern showers are not part of the seawall project. They’ll be upgraded later through our usual asset renewal program. Some pandanus trees were removed or relocated, with one replacement planned near the viewing deck to provide shade.
- Eastern section safety and seating: A safety barrier will be installed at the end of the eastern section. The bar and stools will act as a safety barrier to make the area safer and more comfortable for people enjoying the views.

Beach, cafes and shops are open
|
Moffat Beach is open to welcome you. Grab a coffee, browse the shops, and catch up at your favourite café.
Parking may be tight, so why not ride your bike or take the bus? With 50-cent fares, getting to the beach and supporting local businesses has never been easier.
